As pointed out by Saidi " I'm not too keen on jumping from the frying pan into the fire. The mailing-list has its limitations for sure, but at this point it seems like phpBB has even more severe limitations. I vote for staying put, at least until a measurably superior system is in place. Ok, Just one recommendation. If nobody takes the CMS issue up, lets go with drupal. It runs out of the box with forums, blogs and content posting. Themes are very flexible and adding further functionality like weighted posts does not need any information change, just a module. @frankline, as does wordpress and joomla, (and dotnetnuke and djago and another gazillion content management systems including drupal) The problem with this forum however is nothing to do with the technology platform but the existence of too many cooks.
