Orange 3G is cheap but of late I have had to use Safaricom cause of the speeds

Use a combination of all services depending on your need. Stick to one service and you will get conned more often, despite the speed Stick to the other and the ETA of your 30KiB mail attachments will be same as a fedex package from the states. USB modem/dongles are only viable if you have a laptop, otherwise if its for home STAY CLEAR of them and seek a decent ISP that will give you wimax or fibre.
In my experience, I've found saf to be faster, more reliable and availability has improved tremendously.
