The firewall in the office could be blocking a certain range of IPs. Safaricom offer different ranges of IPs. Possibly the on your phone is getting is among the blocked while that your laptop is getting is permitted. If you can please confirm the IP of the Laptop after a successful call and that of the phone after denial.

Secondly, I believe the phone capacity could be constrained due to both voice and data where as your computer is dedicated soley to data. This could be the reason the voip calls are dropping on phone.

To disqualify this please try doing a voip call to another destination using your phone.
