This makes very little sense. I'm currently running 64 bit Windows 7 and most of the applications are built for a 32 bit platform. Shouldn't Microsoft focus it's energies on getting guys to build apps for the 64 bit platform? What do you think is the next platform that MS will use to make money? From where I sit, MS releases different versions of Windows so as to make users "buy" the license for the new version. If they did not do this, they'd almost likely be out of business. After Windows 7, I am not sure what MS will do to move people from Windows 7 to Windows 8. What is it that Windows 7 lacks??
