IMO 1. Competition - There must be more termination service providers in China, India than Tanzania 2. Exposure - There is more communication infrastructure in the mentioned countries 3. ROI - There is more in terms business returns (profits) when calling the mentioned countries despite the assumed low cost. I believe there are more reasons someone can add.
