Kenya IGF 2011 Discussions Day 2 of 10 Mobile Payment Platforms

Dear Listers, Mobile payment platforms continue to offer tremendous amount of services and innovation, with the ability to exchange, transmit and store data and content embedded within payments systems. • What are the challenges in balancing consumer protection and regulatory oversight particularly regarding privacy and ownership of information/content and data? • What is the role of policy and regulation for successful transition to new mobile payment channels? the floor is open, feel free to contribute to previous topics as we carry on with the discussion -- Barrack O. @Barrack, the future leaders of implementation and distribution of mobile platforms and gateways will come from are iHub, Mlab, Nailab environments etc. Yet because none of these are on online discussions such as the skunks forum, we will have never get an input about their experiences or difficulties or even suggestions that affects them. At some point they must realize that governance and regulation factors can and will create blocks because we have not written our own regulations to not only protect the consumer but also ensure that new ideas by developers do not face any hurdles. We may be following some rules developed by e.g. ITU and there could be a big disconnect between what works for other countries does not work for Kenya. Which then brings me to the point I raised on another thread with @Phares, and hope we can now see the importance of online debate and discussions. On the matter of regulation, does Kenya have a framework already developed? Some thoughts. Rgds. :-) On Sun, Jul 3, 2011 at 10:01 PM, Barrack Otieno <otieno.barrack@gmail.com>wrote:

@ Aki, spot on , I read in another book that involvement is key to your destiny, to the youth who form majority of the innovators. As Aki puts it, involvement in policy discussions that influence how the innovations are deployed and their eventual success is no longer a luxury, the evolvement of Mpesa and the subsequent tussles between the banking and technology sector offered and interesting preview on the role of policy in safeguarding innovation, looking forward to diverse opinions from listers on the issue.. The mobile phone payments have become one of the most innovative ways of linking people, virtually. However, some insights here are worthy noticing: 1. The consumers' data is bound to be misused by the service providers. Because no one is monitoring the use of the data kept by the providers, it becomes imperative for the providers to employ illegal measurements, which include disclosing subsriber's identity to third parties, who might use them to carry out malice. We've heard cases of subscribers being victims of fraud or threats. I can attest to two of these cases. 2. With lack of data protection mechanism, no one really knows what happens when such data is stored with service providers. Can such data be disclosed after a certain period, so that it becomes public accessible? Indeed consumer needs to be protected from any incident that might hinder proper usage of mobilebanking efficiently. On 03/07/2011, Barrack Otieno <otieno.barrack@gmail.com> wrote:
