COLLABORATIVE EFFORT: KE Communication Service Providers' Stats/Score Cards

Greetings, What began as a routine consultancy for a client with the subsequent objective being "Recommendation of the most suited Communications Service Provider (CSP) for their organization's connectivity needs." It occured to me (after a relatively extensive online search) that there exists no centralized "local" online location with comprehensive information on Kenyan CSPs. In a nutshell, a voluntary and collaborative effort by local internet as well as connectivity infrastructure users, hence the broad "CSP" reference; to actively log/submit a wide array of info on their respective CSP experience online. The said info would for instance range from: uptime/downtime statistics to 'bandwidth:cost' ratio as well as any other pertinent data. This info, would ultimately prove invaluable in ranking the respective CSPs according to their perfomance, service delivery and efficiency as opposed to being determined by their success in branding and PR management. In essence a platform that would ultimately puts them on the spot and keeps them honest. My only issue is, how to maintain data integrity with regard to user submitted info. Call me pessimistic but i highly doubt an anonymous CSP Employee for example would submit entirely accurate statistics especially in the event they might lower its rank and status.
