It all depends on the pipe between the two operators. I believe there are more calls towards the larger network than vice versa. Hence, it makes more sense for  the small telco  to maintain a bigger pipe between the two. However, this may mean the net benefit goes in favour to the larger telco as the smaller network will have to cough more in terms interconnection fees to.

Its a big gamble to make. So yes, your experience may explain that the pipe (E1s) might be constrained.
