There is no logic flaw, the system keeps a record of all previous purchases thus buying 49 units you pay 3.93 per unit, if you buy 2 more units later in the same billing period you'll pay 3.93 for one unit then automatically land in the second band and pay 10.30 for the other unit.

above 50 units it goes to about 12-13bob a unit

With that knowledge when you bought the 1st 64 units because it exceeded 50units you paid about 12bob per unit (do the Math). You should have routed for less than 50 units and you would have paid 2bob instead. When you bought more power in the same month you now being charged about 58units x 18/19bob = 1102 the rest is the charges

Moral, never pay for power by paying lump-sum of 1000 bob because that will get you more than 50 units and you will pay a higher rate.
Secondly if you buy your units from an agent you get an itemized receipt which shows the breakdown of the costs very clearly

Surely it cant be that complicated. Its the way you buy units that's making you lose out. Look at this example. These are rough calculations just to illustrate the general idea

1. If you buy units in bulk say like 200 units you pay 19 per unit for 200 units....

Here you spend about 4000bob

or save by breaking it down at the cut off points like so

buy 50 units and pay 2bob per unit.
then buy another 50 units and pay 12 per unit.
then buy the last 100 units at 19 per unit

Here you spend 3600bob.

Notice in both cases you end up with 200 units so in general, separating you bill at the cut off points saves you money as opposed to buying in one chunk.

2. If you buy in bulk and it spans more than to months then, the next time you buy you will be deducted the 120 x No. of months missed before you are given your units.

The fluctuations from the diesel etc are small fluctuations that shouldn't cause you too loose too much sleep

People there are no arguments here just a lively discussion. Its never that serious. In my opinion the fluctuations affect every industry but the power industry seems to inflate the effect too much. I think a live calculator on the site to show how many units I expect for a given amount of money and a comprehensive breakdown would alleviate most of our woes.
