Partly yes but also partly NO. Suspense accounts often contain negative values (in this case virtual funds). CBK dissuades this behavior coz you will be transacting/using funds that do not belong to you. Depending on institutional agreements, its possible though highly unlikely!!!! Hope you get my point.
