Accessing FB is not is a question of the bandwidth you have that it consumes. Having been in such a situation before, my advise is that you should not entirely block the sites but rather limit access to them to certain times of the day. Between those times, some stuff who carry lunch or those who don't have a good reason to do lunch can get their FB at lunch time, or they can check into the office at 0600 and do FB till 0900.
One last advise though: Phones have become cheap and the diehards will use their phones to browse. It's even more time-wasting.
My general feeling is that if every staff have got their KRAs and KPIs, it doesn't matter whether they access FB because the time for reckoning is there during performance evaluations, ama ni aje?
