I personally don't even think about IE9. Of the 283 people to visit my (admittedly very technical) site since Monday, none were using IE below version 10. 69% were chrome users and 15% were firefox and 8% were safari. Up-to-speed designers haven't been designing websites with IE6 or IE7 in mind for a while now. That includes IE8 as well.
With the likes of Chrome frame http://www.google.com/chromeframe and PIE plugin http://css3pie.com/ you don't have to worry about the different versions of IE unless your app is using more "seriously" advanced JS hacks.
