Wrong. The Japanese Embassy is not "JUMVEA" - the organization that arbitrates in such cases. If you have a case against an importer (and this particular one will be hard to prove), then JUMVEA is the organization to approach. However, there is a caveat: Kobe Motor must be a member of JUMVEA in order for them to take up the case. The onus of verifying whether or not Kobe Motor (or any other Japanese Used Motor Vehicle Exporter) is a member of the A (Association) lies with the buyer.
