If safcom does traffic classification properly and allocates some BW (say some small % like 5-20%) to torrents, that will be better than blocking all torrents. In my opinion, in Ke, people are used to downloading torrents over some long time, overnight or even over days.. By blocking out potential revenue, and possibly alot of revenue because torrent traffic is usually alot, i think its an undoing. Deep packet inspection is routine in most telcos given the volume Torrents are occupying in any given network and safaricom are well within their rights to manage quality.
It's actually a fact that top 10% of users, eat up 80-90% of bandwidth, by any standards this is not acceptable even in a traditional ISP. Don't bother Michael Joseph, he has bigger fish to fry.
