I think reporting helps the police to know the cut to expect from the thugs(team mates)cause as you report you report how much they took,what else...bla bla bla.(If you report 10k,they definitely know how much to expect.)

Reporting (with the wrong figures) creates a rift between the Police and the Gangsters. You should always report, but give them the wrong figures. After all they will not recover the money for you. They simply get their cut and forget about you. It's an issue about your conscience though, but here I believe it's worth creating the rift.
