I believe that this is SOP esp for renewals for most (if not all) enterprise vendors
For the vendor to issue a renewals quote they need end user details or contract/customer ID to pull details of the licenses being renewed. (How else will they know what the customer wishes to renew? I.e software features, days of support, type of support)
Some vendors also protect incumbent partners unless customer explicitly informs vendor to share pricing widely

Cisco do the same and we have shared Client details for decades with no problem. How do you get for example MAFs (without sharing client info) Manufacturer Authorization Forms

Even if that’s the case, it’s not healthy for business coz they are behaving like their product is not for every Tom dick and Harry.
There are leading vendors like Cisco who don’t have such long process and still have their products on check.

No wash that's been the process with all Manufacturers they want to register actual client (end user) details and not partners or resellers

I agree with you. If they refuse to accept your address and insist on the Customer's and not just the device details, be very wary!!
Ok, I will do that.
Apparently they cannot sell any license until you give full device and customer details (customer name and location), which I find not very business like, even if well intended but it doesn't make much sense for me to look for a software for a device bought legally and then you have to dig up details about the client.
What is so bureaucratic about the process?
Why can't you just contact the manufacturer and tell them you are stuck with the bureaucracy of the local distributor??
