Disclaimer: I might be wrong coz I've never tried it on the full Db Server but I think the Oracle XE Client http://www.oracle.com/technetwork/products/express-edition/downloads/index.h... also access the full DB Server and manage users. During installation select the client only.

Anyone ever come across a Php Oracle Administration tool that can enable creation of oracle users, creation of roles, assigning privileges to roles and assigning roles to users? Any links to a free downloadable one that can be customized?
