I had an arguement with someone at safcon and they didn't see the point of having such controls - which to me is knowing that fraud can occur and not doing anything about it.
Question is, as a merchant selling goods online or even from a shop, would you agree to have mpesa payments knowing these facts?

Now that portends a problem.
