I find this normal...Think of this
Its all about resources....
Start a circuit switched call, it follows certain hops [meaning you call one simcard, which diverts to another etc] , each hop initiates a Charging Data Record for each SIM card- these calls can either be charged to the user initiating the call [which is a bit unfair, if its not an international call] or it can be divided up and charged to those SIMs...
So, they choose to divide it up and charge to those SIMs - because, then they would ask the question : What if the SIM diverting is not yours ?

They wouldnt know if it belongs to the same person or different person; unless we do number registration or a certain "service" to identify one user and map hi/her several numbers.
Which means the system has to be created and integrated into network, which again means investing in a network service that may or may not fetch revenue but which will cost billions cause they have to alter the way they charge for calls [this means the IN and part of Core]... which brings us to the question :
Is it worth it to invest in this service [costing billions] of allowing users to register several SIMs within the networks to allow for free diversions within the network ?
Will the other networks agree to join for this free diversion of calls if these SIM cards are owned by the same person and other pple want to reach him on whatever network he/she is in ?
