U have web designers, web-developers, database admins, system admins, mobile app developers, system analysts, system managers, desktop app developers... and they'll have varying levels of skills, and some specific levels of skills may be suitable for specific kinds of work..
... following the CCNA approach, or CPA.... and a more serious name, like 'certified kenyan software developer, level 1'... or with these counties, 'federally/nationally certified software developer, enterprise/level 3 developer' And forthly.....
