I was excited a while back to see the BSNL UI installer only to be disappointed since there's not one for the 64 bit :-( Solomon Kariri talked about UMTSMON, sounded great but installing it had unending issues; So my solution had been to unblock the PIN and just use Network Manager (it works perfect for Ubuntu 10.04), very straight forward, only that you can't see the signal strength.
