It appears to be a SQL-Lite version 3 database, but I've tried numerous SQL-Lite browsers that are unable to read it, like SQL-Lite browser and that mozilla addon for reading SQL-Lite files...
Is it simply corrupt (explaining why the IEBC staff on the ground were unable to use it) or is it encrypted or is it actually a data file of a different format (i.e. not sql lite)?
Opening the file with notepad++, I can see actually names and stuff...
so
I don't think its encrypted... I think...
Any help in reading that file and analysing it would be appreciated :-)
