It is only reserved for high ranking Public Servants such as the
President(former included), VP(all former + current), Premier, some
ministers, and the Head of the Civil Service.
I also think it's awarded to the longest serving MPs (unsure though).

Assisitant ministers, unless they were ministers in the previous
governments, do not have the title EGH after their names.

EGH is the highest award given by the President on advice from the
Presidential National Commission on Awards (Not sure again if this is
the right Commission), every 12th December.
