The responsible thing to do if you are a service provider is acquire the resource especially if someone is kind enough to keep it aside for you in the face of an uncertain future. In this case orange/airtel/yu/safaricom should definately get enough to activate their projected peak PDP contexts * 3 to factor in growth for about 3 - 4 yrs when we have large scale ipv6 content available.
