We (Angani) can setup own-cloud for you, fairly straightforward and the fact that we don't contend local traffic means that it will be quite fast (we've got a few customers on own-cloud at the moment).

If you are looking to setup an archive, it depends on how much data you are looking at archiving. We are looking at bringing down the cost to a couple of shillings per gig per month. There are products like Glacier (AWS) that can do this - we hope to bring this to .ke in the next few months.
