The redirection http://192.168.1.7/blah/blah.jsp 

Usually happens on those government things. Since we have to study them to get some simple resource, all you need to do is replace the  http://192.168.1.7 with the particular domain eg. kra.go.ke/blah/blah and you will get the result/ page
The KRA website is quite hard to understand soyou need to take time and search with your eyes. But look at the marque thing floating below the banner then click on it.... the pin forms are somewhere in the mix .
