Whoever invited you to it should define the SCOPE of the training.
Anyway, I fail to establish a distinction between "teachers, dept heads and managers" in a school, be it public or private. Dept heads are still teachers. Who are these managers?
The SCOPE:
1. Their personal literacy and how ICT can help them achieve efficiency in their defined functions. I could expound on this but I am not a teacher. In summary, it's better to ask them what they do, how they do it and interpret that into how embracing ICT can help improve on their current methods of doing things, thus improving efficiency. Also emphasize how ICT can help them in collaboration with others doing the same things outside their schools. Show them how repetitive tasks can be eased by ICT methods.
2. Improving their lot - how ICT can help them grow their knowledge and skills
3. Benefits of ICT to the future, like achieveing Vision 3020 :-)
