You did follow MS HOWTO and it did not work??? Which one? I suppose the howto is Outlook/Exchange version specific.

If I were you, I'd run a VPN Service where the exchange is and just train the users to be launching the VPN (IPSec or PPTP/L2TP - whichever you find easier) client instead of having a convoluted proxy setup.
