From what i understand is part of the work will be done in the US so that would disqualify the so called locals. Coz for Nokia to pick a local, they would have to show the local has extra ordinary abilities. But again, thats not cast in stone as in there are many loop holes that can be exploited, so i guess if they really want to Nokia can actually get locals to do the same thing.
That would lead me to believe also that maybe there is a third party sponsor to this project that has specified that its for US college students.
