I think the whole number portability thing was overtaken by events.
At the time it was conceived, calling rates were high and the idea was to break the "club" effect that safaricom was currently enjoying.
Airtel is trying to woo people over with rational explanations. Good luck with that. My experience is that the explanation that "everyone is doing it" seems to justify pretty much anything. Find people who influence opinion, move them over, and maybe portability would gain traction then
