My essential question is are there a million people who already have the skills to be able to utilize the laptops? And are these the people we are targeting? Will the laptops come with training software? 

In order for the promotion to be beneficial it must lead to increased incomes for the users, which requires skills.

Does anyone know the answers to these questions?

Why not 2-million desktops ? they are easier to upgrade, cheaper to
fix, and less likely to get stolen.
