I don't think it is illegal. I remember seeing a feature on TV a while back about some fellas in central who had created their own small mini-hydroelectric power plant using a small river and they were lighting up a village. When purchasing the electricity token, one gets a slip that looks exactly like a postpaid bill, I would have to go have another look at it to ascertain if the fixed charge is still applicable. I suspect it is.
I actually think the prepaid metres will lead to alot of layoffs, e.g the metre reading/connection/disconnection/reconnection guys are probably living on borrowed time.
