[Skunkworks] Software to manage clients and payments-Web or Desktop app?

Hi, Has anyone done a basic web app that stores customer details, track payments, balances and also allows you to print KRA tax register receipt? I have a client whose running a small business and has requested for software to carry out those tasks, my preference is web based but I think a simple desktop application preferably .NET would be an easier option to build and integrate with the KRA stuff.
