They swallow the cost it take to track down the caller when law enforcement come looking for it. Airtel may have just looked at how much that adds up monthly against the number of people hiding their ID and concluded its financially more prudent to lockout anybody hiding ID. A completely business decision. I doubt its anyway other than profit optimization
