I don't understand this mobile vs modem issue with Orange. How do they differentiate a mobile from a modem?

Why is it even important?

I know I can use the same SIM card on a mobile or modem. So when Orange asks me whether I want to activate on a mobile or modem, I just can't figure out the need for such a question.

None that I know of. My place in Pangani has adequate cover for all operators. Orange still fairs better. Ditto Mombasa & Kilifi.
All I recall is that at launch, Airtel 3G connection in Mombasa was way better than the same in Nairobi.
