We had a similar system in college even though it was manual, paper-based. I think it might be neat for the creators of the site to mimic that kind of behaviour, in that they verify that those taking the survey are real students of the said lecturer from a particular campus. This is easier said than done unless you can create accounts for different universities and register the classes taken plus the students. Ours used to be based on the courses delivered by the teacher, say HCI, Computer graphics, data structures & algorithms, Ethics, Finance, distributed systems, Principles of Macro-Economics, etc. That way, you are less likely to have people abuse the system (good lecturers are liked and get good rankings, the weaker ones get lower points). 

Also the scores should be based on the number of samples taken, perhaps expressed as a percentage of the total to show relative opinion of the survey takers. For example report that "20% think that the lecturer is Exceptional, 70% very good, 5% Good, 3% Satisfactory, 2% poor" and so on.

Hence lecturers with names starting from around letter S end up being ranked as least (or worst) performing.
