For the algorithm, Let Y be the gross pay and Z be the net pay. Form an equation of how one calculates the net pay from a gross pay of Y. Expression the equation in terms of Z. i.e. Y=Z + somevalues - somevalues. If you replace your Z(net pay) with some value, then you should get your gross pay.

For PAYE there are some already set values in a table depending on the amount one is earning. You should be able to get that once you have the table. 

You can add an intermediate value called taxable Income say M where 
M=Y - NSSF - NHIF.

Based on the Taxable Income get the PAYEE. 

Therefore Z=M-PAYEE
 But M=Y - NSSF - NHIF
Therefore
Z=Y - NSSF - NHIF - PAYEE
Y= Z + NSSF + NHIF + PAYEE

Depending on how the PAYEE table is try to express PAYEE in terms of the Z.
