Insignificant? Uh-oh, not likely. Random? Double-not-likely. The "random numbers" could be generated from a known seed (e.g. the device serial number). There could be a bunch of stored, pre-defined "random numbers" that the system cycles through, but the casual observer would prolly never notice as repeating (try cycle through 100 8-digit random numbers, see how many you'll notice repeating).
