Lets see...

1. Maybe the internet will be so crappy that any school connected will HAVE to upgrade to make it useable, and since the wananchi infrastructure will be there already, bam! Lots of new clients

2. Maybe the county government will waive some fees they charge to them, e.g. digging trenches across the city.

On other matters, why cant the county goverment dig the trenches across every inch of the city and then rent out space to other providers? That would be a nice constant stream of income for them.
