I don't think failure of KPLC even comes close to begin called Force Majeure. I assume they pay KPLC for these way leaves to use the poles and as such are entitled to an SLA which they could pass over the clients. KPLC is many bad things but it is sacrilegious to compare it it 'Force Majeure' or act of God.
