I think it really sad that we have accepted 'bad service'. Its become culturally accepted, we now approach service delivery from the point of view, bad service & dishonesty withstanding, i how do i go about ensuring i get value for my money. You've already taken to controlling most of the variables here, so why not do it yourself already?

The only way of not being conned right now is to watch them when they are fueling. Park close to the meter, ensure they put 0...then you are good to go
And get out of the car, pay close attention. Also helps if you glare at them menacingly.....
