Yes, with "delay pools" if you use squid. Read this: http://www.faqs.org/docs/Linux-HOWTO/Bandwidth-Limiting-HOWTO.html#AEN65 ..but make sure you can wrap your head around the technicalities within "delay pools". Read the available docs from Squid FAQs and understand its implementation. You did not say why you want to control bandwidth though.
