You will have to get the USSD shortcode from a PRSP. After which if you are going to host it on your own servers you will need a p2p link to safaricom. They will have to create for you a test bed for a month before going live.

During the test bed phase they will give you some temporary shortcode to do the testing and ensure everything runs smoothly.
