It is actually very unethical for an ISP to withhold DNS records once a client decides to move. There are conventional methods of pursuing any (legitimate) financial claim without taking this course of action.

Several years ago, when the ISP association - TESPOK - was more active we had an unwritten code of conduct and in such cases, matters would be escalated to the CEO, who would take immediate and stern action against any employees found frustrating a customer who wanted to move to another ISP.

Unfortunately it seems that there are so many new personal, including CEOs/GMs running most of the ISPs nowadays that the "insitutional memory" which carried this level of standards and commitment seems to have evaporated.
