The point I was making is that the government knows (and knew in 2005) about FOSS benefits but why does it continues purchasing proprietary almost entirely? Do not conveniently 'blame politicians' blame Kenya's matured corruption infrastructure. Why are $$ projects announced on media yet we never get to hear about their 'utilisation' on this list? In fact, at some high-level meetings I have attended it has been said that, Kenyan developers lack "proper skills"!! that you are 'lousy software developers' .. recently heard of the $3 to fix that? How is it being used to 'fix you lousy skills' ;). Let's face it, corruption in Kenya stinks.
