As Mich has pointed up, it's economics. Also regarding hosting (Local vs Developed world), the cost per 'package' would go down when the number of 'packages' hosted. If you compare the capital expenditure required for doing what 1and1.comlocally as opposed to what they actually spent, I'm pretty sure that the local cost would be more.
