Back in the day, there was the Science Congress, I think it still is there, though I dont know if they have computer related "projects". I have it on good authority that at the recent nationals, some girl had come up with a mathematical formula to solve some problem. Clearly, these students are not without creativity.
For industry, you could borrow an idea from Google Code Jam, but then alter the problems therein to reflect the unique problems we face here in Kenya e.g. rationing, traffic jams, impunity etc.
