I agree with you here. Think they domicile accounts to specific regions to assist in tracking suspicious activities.
They most likely keep a history of where you are located the last 6 hours and if account show up across the other side of the world all of a sudden, it could indicate account hijacking.
Seen that on Facebook too. I don't have a Facebook account so I can't see what's in a friends profile. A friend of mine just sent her password to get around the problem and I couldn't log on to her Facebook account. The only possible explanation was the geographic distance.
