Windows Media Server did this for me some time back. I really dont know if its still downloadable or supported. It streams media playing on Windows Media Player. Alternatively, you can point it to your video capture card (TV Card) and you will stream video/audio live. (Which means that yes, you can even stream KTN from your PC)

Linux version? I got no idea.
