This has happened in other jurisdiction.
Have not yet seen it in Kenya but the cok 2010 allows a citizen to petition for the winding up of a government agency that is not doing its work.

I hear there is a sort of epilepsy that is triggered by flashing light, so if such a person was a passenger or driver in a such a car, and the flashes caused an episode, and one gets into an accident, can they then sue both the contractor i.e. Safaricom, and the owner, i.e. Government?
But most importantly, would they have a solid case?
Extrapolating, can I sue KENHA for not fixing that deep pothole at the beginning of waiyaki way inbound, which has burst my tyre and bent my rim (and several other people's too), yet it is their requirement to fix them?
